A private non-governmental organisation (NGO) may award a scholarship for which only people of one gender can apply. The scholarship holder has the right to determine the terms and conditions for applying for the scholarship. Each scholarship has a different purpose and different eligibility criteria. The Commissioner does not have the authority to dictate to a private person to whom and under what conditions he or she may award a scholarship or grant, and whom he or she may support.
