Is it allowed to refuse to rent an apartment because of a person’s skin colour?

If some person is denied rental of an apartment simply because of his or her skin colour, there is discrimination. Such conduct is unacceptable.

However, if a person is denied rental of an apartment for any other reason (for example, due to his or her bad habits), this is not discrimination. In this case, the reason for denial is something other than a person’s skin colour (such as bad habits). On these grounds (for example, due to bad habits), renting an apartment to anyone would be denied regardless of their skin colour.
